Tri-C General Counsel Featured in ‘Community College Journal’
Jason Carter helps Tri-C navigate laws that govern two-year institutions
At community colleges throughout the nation, in-house legal experts help navigate the maze of state and federal laws that surround student rights, accessibility, financial aid, free speech and intellectual property.
Jason Carter, the general counsel and vice president of Legal Services and Risk Management at Cuyahoga Community College (Tri-C®), spoke to the Community College Journal about the role of legal officers at community colleges. Acting as strategists and legal advisors, they create an environment where their institution's core mission can thrive.
He explained that community colleges should develop a "robust investigative framework" that minimizes legal risk and creates a culture of transparency.
"Cases can rise from ambiguity around the process," Carter said. "There's a lack of clarity where plaintiffs' attorneys are looking to get a case filed or have it linger in court to get a settlement. A case may only require a response or conversation, but without that, it can result in litigation."
Carter also advocated for proper training and education for faculty and staff on topics such as sharing records, informing students' parents of their rights and data security.
"Find ways to remind your population about what is lawful and what isn't," Carter said. "At Tri-C, we make ourselves the office of first call. Anytime you have a question, no matter how simple, we want you to call us. What may feel small on your end may be a massive liability on our side."
